OKn skull crack,build up adrenaline(so hard...)interrupting a spell:not very hard if you know timing and concussion shot eats energy.
shadow shroud:enemy unable to cast spells is ftw yay

you are thinking off Shroud of Silence. Shadow Shroud used to be alright in pvp when it was a heavy boon prot meta.

I can find a use or see a purpose in almost any elite, but these 3 strike me as particularly useless.
Extend conditions simply has too high a recharge to make it of any use at all. The one purpose I can think of it would be to extend dazed on a monk on a lockdown type of arena bar. But the most dangerous causes of dazed seem to last forever anyway, so devoting an elite to it seems redundant. Another reason might be to help a blind bot lock down a warrior, but given the quick recharges of b surge and b flash, it too has no real purpose. I also don't like the fact that it's a duration skill cast on the opposing party which isn't a hex. That screams broken and OP, but since the skill is so terrible, it will never be an issue.
Mirror of Ice just fails to do what other skills to better. Let Reversal Of Fortune do the damage negation and use the elite spot on something with some punch. The recharge is too long and it can only be used on the caster, which seems extra pointless, even for pve-type ele tanks.
I don't like to hate on energy management skills, but "The power is yours!" is probably one of the worst I've seen, especially from the elite spot. Forget for a second that motivation has been nerfed into oblivion and spec'ing 12+ into it is misguided, it's also merely a slightly better Aria of Zeal, but with huge side-effects. Casters are the ones dependant on energy, so Aria is the same thing, only with a couple less energy gained. Maybe it could find a home in some weird gimmick physical team build, but even for all physicals there are better energy options than this.

Concussion shot is not an elite,
and yes, everything has its use, but the problem is: is it worth to take?
Since they are elite, we don't need an elite which provides a very little efforts even it is worse than normal skill.
Extend condtions? What is the point that you have to extend the conditions. Condition is easy to re-appy and easy to be removed. Do we really need those over long time duration? What is the point that you have to take an "Elite" to extend unnecessary things?
You should know this point and to know what we are discussing.

Imo extend conditions needs to be 2sec recharge to be useable. Its effect is a moot point, no good team allows conditions to ever last their full duration anyways. The only use I see in it is for burning and maybe blind against bad teams, the only conditions that really benefit from extend. At least make it so you can stack it on the entire team as a cover hex.

IMO the absolute worst elites:
-Wastrels collapse: Totally worthless. Even taking away its elite slot would still make it bad.
-Blathazars pendelum: Craptastically bad. Anet doesnt seem to realize that random knockdowns are not worth much, it is timed knockdowns that give them power. Needs to deal damage as well.
-Scavengers focus: Blatantly inferior to most non elite preparations.

This is the hardest question. I think I'm going to say Martyr, since Cautery Signet instead transfers all conditions from allies to you, and sets you on fire for 1 second for each condition.
Not to mention, Martyr is an elite monk skill, so it's very unused and useless, paragons main elites aren't too great, as many paragon non elites can do the same thing with a critical hit.

This actually looks pretty good. If you had a skillbar where your skills recharged pretty fast then at the beginning of every fight you could spam high cost skills.
the only problem is, there are no high cost skills for rangers.

There are a couple of preps that have a duration lower than their recharge([skill]Choking Gas[/skill], for example), so that skill's got at least some use...
